Subject: cal-cobra & medicare
July 30, 2009 - husband lost job in 2006 - (n.h.) been on cal-cobra since which ends nov. 1st. he is eligible for medicare aug. 1st. can we keep cal-cobra as a secondary ins. or can't we be on both? i won't be eligible for medicare until jan. thank you for any advice you can give.
I recommend putting your husband on Medicare when he becomes eligible and for you I would recommend staying on Cal Cobra until it exhausts than converting over to a HIPPA plan until you are Medicare eligible. Subject: Health insurance
May 27, 2009 - Ive been buying an individual health insurance policy for years but now have a job that provides health insurance. Im worried that if I give up my private plan, and later down the road perhaps I lose my health insurance coverage from work, since I have an enlarged heart I wont be able to get private insurance later that will cover that preexisting condition. Im 52 and health insurance is a lot of money. Basicly Im afraid of not being covered in the future. What should I do? Ive heard of cobra but I know its just short term.
I understand your situation, and I would recommend staying on your individual plan if you can. I like the fact that your current plan is portable and as long as you continue to make the premium you should be able to keep until you are age 65 when Medicare kicks in. You are correct in assuming you may have a difficult time getting approved again on an individual plan with your pre-existing medical condition. Subject: ARRA of 2009
May 19, 2009 - The ARRA 2009 allow people receiving benefits under COBRA (or Cal-COBRA in my case) to get a premium reduction for nine months. I meet the eligibility requirements, but there is one thing I am not sure about. Does the former employer have to be paying the COBRA premium for the former employee in order to receive the reduction? I have read the DOL FAQs etc. and have not seen this explicitly stated, but, perhaps, implied. A month ago I tried to find out from the insurer to whom I pay the premium and was told that notices would be sent out in the next several weeks, but of course that wasn't true.
Before I call them for the third time I'd like to know what your opinion is.

Yes you are correct, you would qualify for a nine month premium reduction equal to 65% (you the consumer pay 35%). No – the question about the employer paying is irrelevant. In all instances of COBRA and CalCOBRA, the member pays the premiums.
The state of California just passed AB23 on May 12th. All carriers in this state have 14 calendar days from that date to mail a notice to all CalCOBRA members and those who may have qualified for CalCOBRA as of 9/1/08 through present but didn’t elect to outline their qualifications and how to apply for the premium relief. All carriers have been waiting on the state to pass this bill before ANY notifications could go out or to have final direction on how California consumers can participate in this program if not qualified for Federal COBRA.
How do I apply for the premium reduction?
If you were covered by an employment-based health plan on the last day of the employee’s employment, the plan should provide you a notice of your eligibility to elect COBRA and to receive the premium reduction. The notice should include any forms necessary for enrollment. You may also want to contact your plan directly to ask about taking advantage of the premium reduction
How does the 65% premium subsidy get paid to me?
You will not receive a payment. Assistance Eligible Individuals are responsible for paying only 35% of the COBRA premium for the period of coverage. The remaining 65% of the premium is reimbursed directly to the employer, plan administrator, or insurance company through a payroll tax credit.

January 20, 2009 - I'm at month 16 of my eligible 18 for COBRA. Whether or not I go back to work is in question, so how do I convert my current plan (Anthem Blue Cross HMO)without a lapse in coverage?
